When www-client/rekonq-0.8.1 is emerged, it dumps LC_MESSAGES for many languages,
whereas I have the line 'LINGUAS="en"' in  make.conf .

Reproducible: Always

Steps to Reproduce:
1. emerge www-client/rekonq-0.8.1
2. run 'localepurge'
3. count the large number of files created by Rekonq which were purged
Actual Results:  
LC_MESSAGES contains many unwanted files

Expected Results:  
LC_MESSAGES should contain only files for "en"

This bug also applies to media-gfx/sane-backends-1.0.22-r1 .

Do I need to file a separate bug ?

linguas is fixed, but what about /usr/share/doc/HTML/?

It also dumped unwanted files in /usr/share/doc/HTML/ .
