Neither cups nor cups-pdf depend on foomatic-filters, run-time or otherwise. The enabled by default use flag in 1.5.0-r3 is a mistake.
The flag should probably be totally removed, but at the very least it should not be enabled by default.

Yes, this flag should be removed, as it introduces a circular dependency.
The circular dependency was a bug and has been removed.
Apart from that, the default-on useflag is going to stay, to provide a sane default installation.
(who needs more attention- newbies who install gentoo for the first time, or power users who set up their own filters and know how to switch off a use flag?)

Hmm... as it is not a dependency for either cups or cups-pdf (a different package) how can you remotely claim it is sane to default it to on? I have used cups (and cups-pdf) for years both at home and in corporate environments without ever needing foomatic-filters.
Noobs, even more so than power users, don't need extra garbage on their system. Since when did Gentoo become the new bloated distro for beginners?
