mailx => /bin/mailx (interpreter => /lib64/ld-linux-x86-64.so.2)
    liblockfile.so.1 => /usr/lib64/liblockfile.so.1
    libc.so.6 => /lib64/libc.so.6

Please either move it into /usr/bin or request moving the relevant library to /lib.

I don't see a reason why mail command should be under /:

Actually there is a very good reason. It is 'traditional', hence many programs (e.g. logrotate) search for it in /bin
At the very least consider adding a symlink.

Then it's time to fix logrotate to use $PATH.
