The ipadic license is a free software license however it's not included in any of the free software metasets. The most appropriate one would be the MISC-FREE as the license is on either the FSF or OSI approved lists. More information on the license can be found here http://wiki.debian.org/IpadicLicense

Attached is Fedora's assessment of the license which is much clearer. I think that we can follow them and add ipadic to @MISC-FREE.

yes, this seems to be a long story on Debian. but "Short Summary of Issues" is enough to understand their issue.
and as you know, ipadic and mozc package in Debian has accepted for their "main" repository currently.
according to Osamu Aoki, one of Debian Developer, "ipadic license" is regarded as "BSD-3-Clause with ICOT term".
AFAIU, There are acceptable reasons to be in "main". "ipadic license" meets the conditions for MISC-FREE.
I propose to review this issue due to Bug 411593.
