It looks similar to bug 394457, but that's supposed to be fixed in portage-utils-0.7.
Just rechecked that I'm using 0.7: ~ # qsearch --version portage-utils-0.7: compiled on Dec 13 2011 $Id: qsearch.c,v 1.40 2011/02/21 01:33:47 vapier Exp $ search written for Gentoo by <solar and vapier @ gentoo.org> So apparently it's only supposed :] BTW defining EPREFIX="/" in make.conf doesn't change anything.
Support for variable expansion in make.conf and make.globals was only recently added to Portage. portage-utils doesn't cope with this yet. It'll be interesting where portage-utils is to get the EPREFIX value from. Probably using the built-in EPREFIX define is fine for now.
nah, it's broken in 0.7 and will be fixed in 0.8 *** This bug has been marked as a duplicate of bug 394457 ***
