We've seen this bug once or twice, but none of the developers can reproduce it. I just built a new system and updated from 5.8.2 to 5.8.3 without fail. I'm not entirely sure what can be done here. I don't think it's a problem with the perl distribution because we would have heard something upstream by now. I will continue to look into this, but I (nor rac, from what I understand) don't really know what could cause this.
