When I run "emerge --quiet --changelog --pretend --update @world" I get a blank line even if there are no updates. This results in cron sending an email.

Reproducible: Always

Steps to Reproduce:
1. Have fully updated system
2. run emerge --quiet --changelog --pretend --update @world
Actual Results:  
A blank line is outputted. 

Expected Results:  
No lines at all

This is fixed in 2.1.10.21 and 2.2.0_alpha61.
