ntfsprogs is dead code and getting bugs.  let's update ntfs3g to have IUSE=+ntfsprogs, and add a new ntfsprogs ebuild that only depends on ntfs3g[ntfsprogs].  then after a spell, we can drop the ntfsprogs ebuild completely.

I would go now with the removal, as the only ntfs3g are around with the useflag.
