After I emerged portage 2.0.1, I get the following:

# emerge --pretend --update world

These are the packages that I would merge, in order.

Calculating world dependencies \
!!! Error: couldn't find match for !virtual/xemacs in app-editors/xemacs-21.4.8-r1

As a workaround, if I remove the line 

!virtual/xemacs

Things work as expected.

A runtime dependency requiring that it isn't installed doesn't make sense, anyway.

This is actually a bug caused by a bug introduced by mkennedy -- no
virtual/xemacs entry was added to the "virtuals" files in the profile directory.
 Matt, please add the virtual/xemacs entry and I'll tackle this Portage bug.

OK, the part of the bug that I'm responsible for will be fixed in Portage 2.0.2
