Klogd does not report using facility 0 (kernel), making it difficult to set up a kernel.log in syslog.conf.  Strace revealed klogd was using facility 1 (user) instead.

This issue does not affect sysklogd 1.5. 

Reproducible: Always

Steps to Reproduce:
1.use default syslog.conf, which sets kern.* to /var/log/kernel.log
2.observe kernel.log never has any content.
3.set user.* to /var/log/kernel.log -- now you see it

<app-admin/sysklogd-1.5 is no longer in tree.
