ppp is pulled in before merging networkmanager. Probably is broken on your system. Try to recompile it.

If we're going to fix it that way, why not just get rid of the ppp flag altogether and add ppp as a regular dependency?

Maybe upstream NM could grow support for disabling modemmanager support, that would also disable the code paths that include ppp headers, or is that used for something more? Sorry for not actually checking myself right now :)

Fix USE=-ppp

So after getting NM upgraded for myself finally (my primary goal when stumbling on this), I looked at it closer.
Turns out the problem is very simple. Upstream 0.8.4 release added proper support for disabling PPP by introducing a --enable-ppp/--disable-ppp standard configure option, but the revision bump to make use of that only took care of the dependencies, but didn't add the configure flags mistakenly. The attached patch fixes that.

This makes the following ppp plugin not installed:

/usr/lib/pppd/2.4.5/nm-pppd-plugin.so (alongside the associated .a and .la files)

... and the sources of that are what includes the header. Also, having the ebuild automatically pass --disable-ppp means that the headers aren't checked for.

That said, the ppp plugin interface is still built, but that doesn't include any ppp headers and could be useful for working with other ppp plugins that are shipped outside NetworkManager tarball (maybe ModemManager itself provides such things, no idea, don't care...)

PS: dagger did great work to make ppp optional, he just forgot to do the last one :)
