Today I get the following suggestion from emerge :

Calculating dependencies  ...... done!

The following keyword changes are necessary to proceed:
#required by kde-base/pykde4-4.6.5-r1, required by kde-base/plasma-workspace-4.6.5[python], required by kde-base/kdebase-startkde-4.6.5, required by @selected, required by @world (argument)
>=dev-python/sip-4.12.3-r2 ~x86

After I added the line "~dev-python/sip-4.12.3-r2" to the file
/etc/portage/package.keywords/kde-4.6 I get now :

It's somewhat expected behavior, though we can probably improve it.

The issue is that the initial autounmask calculation a sort of approximation, not a final dependency calculation. One possible fix might be to make emerge repeat the dependency calculation from scratch with the autounmask settings it has created, those this could wast considerable time in some cases.

Why is it only approximate? I'd expect it yield the same merge list. What's causing this rebuild there in comment 0?

I don't know, probably a backtracking quirk. It would help to see some --debug output. There's some additional debug output added in portage- that may be helpful:;a=commit;h=84d7468855226af62e7e156967b4211cc5782fd6
