Which overlay is the ebuild from? Is it anything Gentoo has control over? If it is a 3rd party ebuild/patches then you should try reporting it to them instead.

It's from the sage-on-gentoo overlay. If bug 201321 belongs here, then so does this one.

that logic does not hold.  bugs to get new packages into the tree are fine, but that doesnt mean bugs for packages not in the tree yet are.

Please use the issue tracker on github to report these if you have a github account. If not, just send an email to the gentoo-science mailing list with  [sage-on-gentoo] in the title of your message and we'll take it from there.
This particular one has been reported and fixed:
