It may happen that pid file contains the pid of some other random process. start-stop-daemon does detection only based on PID from pidfile. After an unclean shutdown of process the pid from pidfile will be free and may be occupied by some other process later (even kernel process). init.d script will then operate based on this PID, while it now relates to some other process.
