if >=dev-libs/fribidi-0.10.4 is not satisfied, KSVG is not built.

Reproducible: Always
Steps to Reproduce:
on a system without fribidi installed:

ebuild kdegraphics-3.2.0_beta2.ebuild compile
Actual Results:  
We get the following warning: 
 
Some of the libraries required for KSVG are missing or too old, 
therefore KSVG will not be compiled. 
 
If you want to compile KSVG you should install: 
  * fribidi 0.10.4 or newer (http://fribidi.sf.net)

fixed in portage just a few minutes ago - fribidi is now a requirement of graphics instead of optional.
