It is not fixed for me in  kdepim-l10n-4.4.11.1-r1

I have this error with kdepim-l10n-4.4.11.1-r1 too

Here, too this bug seems not fixed. kdepim-l10n-4.4.11.1-r1 collides with kde-base/kde-l10n-4.6.3.

Maybe this has something to do with no 4.6 -slot kdepim-meta and kde-base/kdepim-l10n being available in portage?

#4 Original bug was about collision with kde-l10n-4.6.2

Seems like an issue with 4.6.3 is a separate one: http://bugs.gentoo.org/show_bug.cgi?id=366353
