Punt it. No longer useful as sys-apps/hal isn't used by any of the desktops and will get removed soon.
And the USE="hal" from sec-policy/selinux-desktop with it (already use.masked)
OK with me (selinux-desktop ought to disappear too with our upcoming stabilization)
Okay sec-policy/selinux-hal is p.masked for removal in 30 days. USE="hal" removed from all sec-policy/selinux-desktop/*.ebuild. No rev bumps needed. I'll close the bug in 30 days when selinux-hal is gone.
