The final "proposal text" is the one that the council voted. The only exception is noted on your comment: It was agreed that the part of the text (last sentence of the diff) will be updated with string based on what those two teams agree with without more council involvment I would say after we get the complete final text, we (QA and or council) should nag the GLEP editors to update the GLEP text - that is assuming the CVS access is restricted. Otherwise, any member of QA and or council can do it.
I just commit the update to the glep-0048.txt following council's decision on todays' meeting. I'll update glep-0048.html later tonight.
