Firefox looks for application.ini in current directory instead of its LIB directory (run firefox from the directory works correctly)

Reproducible: Always

Steps to Reproduce:
1. enter into directory /usr/lib/firefox in terminal
2. launch firefox
3. or copy /usr/lib/firefox/application.ini into your home directory
Actual Results:  
fine

Expected Results:  
Just runs
