Sorry for the delay. If you are still interested in offering the mirror, I've added 136.159.12.11 to the access list for rsync1.us.gentoo.org. You should be able to sync with rsync1.us within 30 minutes. Please update your rsync cron jobs to point to rsync1.us.gentoo.org and post back here when you've done so. I'll monitor the server for a couple days to make sure things are working fine. Thanks.

you should have access to rsync to rsync1.us.gentoo.org. you have been added into the permanent rsync.ca.gentoo.org. make sure those cronjobs point to rsync1.us per the specified interval. post a bug if there are any further issues.
