To quote the authors page:

With the ongoing threat of governments, secret agencies and the producers of 
David Hasselhoff TV series producers polluting our precious minds with their 
mind-control waves, I believe every Gentoo user should have the possibility of 
immediate and proven protection though this great piece of software.

Please note that the software is MGPL, which AFAIK is not (yet) a license 
endorsed by portage. A copy of the license can be read here:

While considering the inclusion of this ebuild I also recommend using a AFDB 
device, available from the same author here:
in order to assure that the decision cannot be tampered with.

I don't think this has wide appeal.  You might try over at

The ebuild will be available in bugzilla as well if people want to add it
to their local portage overlays.
