Phctool python-based graphic interface seems to not work due to the way CPUs id is defined. Looks like it's based still on /proc/acpi/processor/CPU./info which is not present in my system. It looks like that kernel 2.6.36 and later doesn't support those deprecated /proc/acpi directories even with CONFIG_ACPI_PROCFS enabled. 

Reproducible: Always

Steps to Reproduce:
1. Run phctool from terminal or open the dialogue window from the trayicon
Actual Results:  
No window opens, if run in terminal you get:

Open UI GUI. Looks like that functionality is still available, just the GUI is missing.

New version of the bugged file. The functionality has been restored, though some small differences in code behaviour. Full working in my system

Is this patch compartible with the older (<2.6.36) kernels?

It was, but better move to this other version which I tested on both 2.6.36.r5 and 2.6.35.r15. Changes:
   - Fallback on old script
   - Relies on online CPU, no more on present (but maybe inactive) CPU.
