Steps to Reproduce:
1. emerge -s pqxx

Actual Results:

      Latest version available: 3.0.2
      Latest version installed: 3.0.2
      Size of files: 1,528 kB
      Homepage:      http://pqxx.org/development/libpqxx/
      Description:   C++ client API for PostgreSQL. The standard front-end for writing C++ programs that use PostgreSQL. Supersedes older libpq++ interface.


Expected Results:  
Latest version installed: 3.1*
