It installs a liboping: C library to generate ICMP echo requests
This lib comes with an ncurses based utility to ping multiple hosts at once.

Steps to Reproduce:
1. just emerge liboping

Actual Results:  
emerge succeed, lib and ping tool are working on x86(hardened & vanilla) and amd64 (hardened)


liboping is needed for the ping plug-in of collectd
