gimp-9999 does not work. Emerging it fails with a message that no configure script has been found. As I've been told on #gimp that's because autogen.sh has to be run first. Given that such a fundamental thing is not accounted for I asume the devel package is insuffiently maintained and might not even account for dependencies. Actually autogen.sh is ran, problem is that live version needs dev-util/gtk-doc unconditionaly or something :( Really this is more gnomish question than i can answer :) My stuff i did around gimp was just because we in x11 team bit broke it so i needed to fix our mess :)
Either depend on/emerge dev-util/gtk-doc, or apply a simple patch to the live ebuild to append --disable-gtk-doc to ./autogen.sh (I have chosen that option, for a few months now)
