Contrary to what bug #26186 states, the current unmasked version of xine-lib (xine-lib-1_rc2.ebuild) does not require speex. I have it installed without speex, and ran into absolutely no problems during the compile or install, and Xine is running fine. Therefore, its dependency should be based on the existence of the USE flag speex.
