There is no support for qt3support IUSE for qt-declarative. It's config defaults to +qt3support, hence it fails on a system with -qt3support

Reproducible: Always

Steps to Reproduce:
1. USE="-qt3support" emerge =x11-libs/qt-declarative-4.7.0
