I did an emerge -auDNv world and received the following:

What threw me off is that tightvnc is not installed and not listed in the world file.  The problem turned out to be an outdated entry in /etc/portage/packages:
*net-misc/tightvnc

My reading of man portage states that these packages are included in the system set.  If the error message had stated required by @system, I would have been able to track down the issue much more quickly.

Steps to Reproduce:
1. emerge net-misc/tigervnc
2. add '*net-misc/tightvnc" to /etc/portage/packages
3. emerge -auDNv world

Actual Results:  
net-misc/tightvnc required by @world in blocked packages message

Expected Results:  
net-misc/tightvnc required by @system in blocked packages message

The problem is that depgraph currently collapses @selected and @system into @world. The declean code keeps them separated, and we need to employ that approach for all depgraphs.

This is fixed in 2.1.9.8 and 2.2_rc84.
