I cannot find official Gentoo Linux documentation to show someone else how to make and use a local overlay via Google. I had to refer someone on the Gentoo forums to an unofficial wiki for this information.

You didn't read the link from that guide on the Portage handbook:

Closing as INVALID, as there's already documentation on it. If you wish to reopen this bug (not recommended), then it must be assigned to overlays@gentoo.org, as they are responsible for the content of their /proj/en/overlays/ webspace.

The existing documentation is difficult to follow. The following unofficial wiki does a much better job in that area:

The high level English description provided in the official documentation is not as useful as seeing actual shell commands. It is also vague on the topic of actually using the overlay (i.e. putting ebuilds into it). There is nothing explaining the directory subtree that must be made inside of the local overlay's directory and nothing explaining that ebuild <file.ebuild> digest must be executed before portage will accept the ebuild from the overlay.

I do not expect a new Gentoo Linux user to be able to read the official documentation and obtain an understanding of what he needs to do in order to work with local overlays, so I am reopening this bug. Unfortunately, I do not have the permissions necessary to reassign this bug, so someone else will need to reassign it for me.

Thanks for reporting it. However we have our own wiki now(bug reported 3 years ago) and there is a full guide for overlays(wrt http://wiki.gentoo.org/wiki/Overlay ). I'll mark the bug as wontfix.
