mod_php 4.3.3-r2 is already installed.  On 'emerge world', portage tries to
install mod_php 4.3.3-r3 as a new package, not upgrading php 4.3.3-r2 leaving
both 4.3.3-r3 and 4.3.3-r2 installed after the emerge is done.

Reproducible: Always
Steps to Reproduce:
Assuming mod_php 4.3.3-r2 is already installed (previously the stable version)

1 emerge rsync
2. emerge -p mod_php

Actual Results:  
mod_php 4.3.3-r3 will be marked N even though 4.3.3-r2 is already installed

Expected Results:  
mod_php 4.3.3-r3 should have been marked 'U' and upgraded 4.3.3-r2 and cleaned
4.3.3-r2 out of the system after 4.3.3-r3 was installed.
