After syncing portage and emerge -vNDu world:

[blocks B     ] <=media-video/vlc-1.0.99999 ("<=media-video/vlc-1.0.99999" is blocking media-video/vlc-1.1.0)

Total: 10 packages (7 upgrades, 1 in new slot, 2 reinstalls), Size of downloads: 33,317 kB
Conflict: 1 block (1 unsatisfied)

 * Error: The above package list contains packages which cannot be
 * installed at the same time on the same system.

  ('ebuild', '/', 'media-video/vlc-1.1.0', 'merge') pulled in by
    media-video/vlc required by world


Reproducible: Always

Steps to Reproduce:
1.emerge --sync
2.emerge -vNDu world


Actual Results:  
Blocking of vlc

Expected Results:  
Upgrading System

Ok sorry dunno if this is a Bug now or not.

But unmerging vlc-1.0.6 and then emerging vlc-1.1.0 did solve the problem for me.
