I have '-opengl' in my USE-flags for a Headless-Gentoo-Server.
app-emulation/emul-linux-x86-xlibs-20100409-r1 compiles fine (it is pulled in by sys-devel/gcc-4.4.3-r2).
It compiles fine, when running revdep-rebuild I get the following:
* Checking dynamic linking consistency
[ 45% ]  *   broken /usr/lib32/libGLEW.so.1.5.1 (requires libGL.so.1)
[ 100% ]
 * Generated new 3_broken.rr
 * Assigning files to packages
 *   /usr/lib32/libGLEW.so.1.5.1 -> app-emulation/emul-linux-x86-xlibs

It is correct, I don not have any libGL.so.* on this host.
On my desktop the libGL.so.1 is "provided" by x11-drivers/nvidia-drivers, which I of cause do not have on a head-less system.

revdep-rebuild runs fine but when rerun it wants to emerge the same package over and over again.

Thanks for reporting this, I probably missed this as all my systems use nvidia-drivers (that provide libGL.so.1 themselves)

20100611 has libGLEW in opengl package
