on a system that has both freetype-1 and freetype-2 (or even no freetype-1), freetype-1 is used by default when emerging {mod-}php. this is due to the check that is made in php.eclass that considers freetype-2 an unstable package. to my knowledge, freetype-2 is very much stable and it definitely has a lot of enhancements over freetype-1+t1lib.
