I tried to do `USE="-nptl" crossdev -s2 --k 2.4.99 -t arm --l 2.5.99`.
It fails at the glibc-headers step with the message "Link tests are not allowed after GCC_NO_EXECUTABLES".

Reproducible: Always

Which crossdev version?

Cc'ing arm team since this may be an arm issue

linux-headers-2.4.x and old glibc versions arent supported.  if they break, well that sucks.
