Seems to be caused by dblatex command provided by dev-tex/tex4ht. If I uninstall it, gtk-doc seems to not fail (maybe it skips tests involving dblatex). I have seen that other distributions (like fedora) are suppling dblatex as a separate package (bug 129368) and, per upstream comments, seems that it doesn't cause this problem.

just add the blocker to the relevant tex4ht versions; nothing to do for tex@ here
