Just updated from dev-perl/Mail-SpamAssassin-2.55-r2 to
dev-perl/Mail-SpamAssassin-2.60-r1 after the latter became generally released.

The local Spam Assassin configuration file under the older version was
/etc/mail/spamasassin/local.cf.  Newer version installs in
/usr/etc/spamassassin/local.cf.  While the configuration file may get found in
this location, it is not in a standard(ish) Gentoo location, and is not in
keeping with prior behaviour.  The new default file may get found before the
existing one in /etc causing local customisations to be lost.

Steps to Reproduce:
1. emerge /usr/portage/dev-perl/Mail-SpamAssassin/Mail-SpamAssassin-2.60-r1.ebuild
2. qpkg -l Mail-SpamAssassin
3. Note location of local.cf
Actual Results:

Expected Results:
