man 5 make.conf -> FEATURES="nodoc"

USE="doc" controls doc generation deps, not docs itself

As Samuli said, please use your package managers ability to control doc installation.

I disagree. Global USE "doc" controls docs installation. It may control building only if it is required for installation.
$ grep ^doc profiles/use.desc 
doc - Adds extra documentation (API, Javadoc, etc). It is recommended to enable per package instead of global

Look at media-libs/freetype ebuilds, it does not build docs:
doc?    ( mirror://sourceforge/freetype/${PN}-doc-${PV}.tar.bz2 )"
use doc && dohtml -r docs/*

USE "doc" wrongly controls docs rebuilding for gnome packages, see bug 262491
But app-text/ghostscript-gpl is not using gnome2.eclass

As Samuli and Timo already said, official stance is that useflag doc is wrong here. Usage is not uniform over the tree, but we should not make it worse.
