When using repoman on the kde testing overlay, which has no ChangeLog files (git):

* added a new ebuild
* repoman manifest
* git add ...
* repoman commit 
   -> repoman refuses to commit with error changelog.ebuildadded

Looking in the repoman code, it seems this test has to be filtered for distributed vcs's as well...

Skip changelog.ebuildadded for all distributed SCMs

There might be some other changelog code that still needs updating, but this fixed the case you mentioned.

This is in 2.2_rc68, but I'll leave this bug open until it's in an unmasked version.

This is fixed in 2.1.9.
