if return pycups-1.9.46 (/var/tmp/portage/kde-base/system-config-printer-kde-4.4.1/temp/build.log) then at systemsettings (installation is successful) in "setup printer": "service "Printer Setup" does not provide an interface "KCModule" keywords "system-config-printer-kde/system-config-printer-kde.py"

I get the same error (make: *** no rule to make target `install´. Stop.)

As shown in our build.log, system-config-printer was not found.
What version of app-admin/system-config-printer-common do you have installed?
Just in any case I've raised dependencies to system-config-printer-common-1.1.18 as it's tested here at least.
Please try now.

system-config-printer-common-1.1.18-r2
pycups 1.9.49

i've tried to reemerge pykde4 and my problem is gone :)
