I found bug 238922 which references the "Can't locate DBI/DBD.pm in @INC" error. After re-emerging dev-perl/DBI, I was able to emerge dev-perl/DBD-mysql. emerge -1 dev-perl/DBI
Just finished revdep-rebuild --library libmysqlclient.so.15 successfully.
