In make.conf the variable PORTAGE_RO_DISTDIRS works but not when pretending.

I.e even though the respective sources corresponding to an ebuild are present in the directory specified by PORTAGE_RO_DISTDIRS, emerge -pv states they need to be downloaded.

Reproducible: Always

Steps to Reproduce:
1. Cut and paste some of the source files (corresponding to ebuilds y) from your default distdir and any another location x.

2.Add PORTAGE_RO_DISTDIRS="'x'" to make.conf

3. emerge -pv y; it states that the sources need to be redownloaded...but it has been already downloaded and placed in x.

4) Action emerge y does not download the distfiles that were specified in emerge -pv y. It uses the location x to get the distfiles from.


Expected Results:  
emerge -pv should show it does not need to download any disfiles related to y.

This feature of portage works on the principle of Symlinks. Once you run portage as root, it makes links of the files in the RO directories to the DISTDIR, and then when you pretend, stuff works as expected.

This is in 2.2_rc68, but I'll leave this bug open until it's in an unmasked version.

This is fixed in 2.1.9.
