I've booted Gentoo LiveCD 2006.2 and tried to install Gentoo using 
stage3-20100119 due to x86 installation handbook. After "mirrorselect -i -o >> /mnt/gentoo/etc/make.conf" iI've got "Could not get mirror list. Check your internet connection.", internet connection is 100% ok, was checked using web browser before and after command above.
I've met this problem for about a month ago, if I not mistaken it was corrected without my involvement.

If that means you are using mirrorselect from the livecd, then the location of the webpage that mirrorselect used at that time has probably moved because that is really old.

I have no idea which version of mirrorselect that might be so please type 'mirrorselect --version'.

I've tried it with several versions, starting from 1.4 and _all_ versions are working as expected.
You should see something like here:
http://dev.gentoo.org/~idl0r/tmp/mirrorselect.png

That might not be the case when not using the interactive mode.
Anyway.. I guess its not releated to the new mirrorfile location but if possible use a more recent version of mirrorselect(>=2.0.0) or the livecd.

Try:
curl -v 'http://www.gentoo.org/main/en/mirrors.xml?passthru=1'
Check if the url in mirrorselect is the same.
