dev-cpp/eigen package with USE="doc" can be merged only if there is doxygen package is present.

Reproducible: Always

Steps to Reproduce:
1.emerge -aC doxygen
2.USE="doc" emerge -av dev-cpp/eigen

Actual Results:  
[100%] Built target all_examples                                                           
Scanning dependencies of target doc                                                        
/bin/sh: doxygen: command not found                                                        
make[3]: *** [doc/CMakeFiles/doc] Error 127                                                
make[2]: *** [doc/CMakeFiles/doc.dir/all] Error 2                                          
make[1]: *** [doc/CMakeFiles/doc.dir/rule] Error 2                                         
make: *** [doc] Error 2

Expected Results:  
emerge -av dev-cpp/eigen
...
emerge app-doc/doxygen dev-cpp/eigen

emerge -av app-doc/doxygen dev-cpp/eigen resolves problem
