ncurses support in php (cli build) disappeared some months ago, during
transition from ebuilds to eclass and then never got back. is there any problem
which is currently limiting it from being readded?

ncurses support is already there in cli PHP, for definate in dev-php/php-4.3.3-r1. I 
recall adding it back into php some while back after a similar bug report.
