Several multimedia applications (e. g. mplayer) have a hard dependency on media-libs/libdv although it is likely that only few people are actually using it. The introduction of a global flag would help to reduce unused libraries and features on people's systems! I was actually planning on adding a local dv use flag for the new mjpegtools, and didn't realize there's more use for it. It certainly makes sense to make it global.
I added a dv local use flag (because it is currently used only for mjpegtools). As more things can use this bug, it will probably find it's way to the global list.
