Try to reemerge dev-python/sip and look if this fixes the problem.

Solved this issue by : 1. emerge -1 sip 2. emerge -1 qscintilla 3. emerge -1 PyQt4 4. emerge -1 qscintilla-python (step 2 failed b/c emerge tried to emerge both qscintilla and qscintilla-python and the later failed b/c step 3 was necessary before)
