In the process of running emerge -e world from a newly installed 2008.0 stage 3, binutils is installed and binutils-config fails to run due to a missing /etc/init.d/functions.sh - hosing my toolchain.

I copied the file from another machine, and was able to run binutils-config by hand.

binutils-config should depend on openrc.

Reproducible: Always

baselayout and openrc are in the base.  you cant have a stage3 without a functions.sh installed.

A dep needs to be added until bug 373219, otherwise openrc can be depcleaned by portage

Please explain better what do you mean by "nothing new". From your point of view, how should we deal with people getting openrc pulled for depcleaning as soon as they *install* systemd?

Will CC people in bug #478764 as vapier explained there his position, hopefully we will be able to know how to handle this to reduce the risk of people leaving depclean remove openrc and get this packages broken due missing RDEPEND
