It's same package as media-libs/libmpcdec but renamed. You already have it stable. It only renames the includedir and libname so it can be installed at the same time with new musepack-tools which ships a API/ABI incompatible library with same name.

So just compile test it, mark it stable, be done...

Reviewed the reverse dependencies.. and it turned out that "sh" won't need this in stable (you used to have media-libs/libmpcdec in stable, but the reason for that is not in Portage anymore whatever it was). Removing CC. Sorry for the noise.
