games-emulation/atari800 (both 2.0.3 and 2.1.0 version, both in portage) supports "curses" mode, which allow the emulator to run in console, without any graphics:

~/atari800-2.1.0/src $ ./configure --help|grep curses
  --enable-cursesbasic    No bitmap graphics emulation (curses targets only)

I think this could be covered with "ncurses" flag.

A lot finer-grained control over the features of the executable in version 3.1.0.
