emerge media-libs/fontconfig results in:

 * Cannot find $EPATCH_SOURCE!  Value for $EPATCH_SOURCE is:
 *
 *   /home/testprefix/gentoo/usr/portage/media-libs/fontconfig/files/fontconfig-2.7.0-latin-reorder.patch

emerge --sync doesn't get the fontconfig-2.7.0-latin-reorder.patch file

Reproducible: Always

Steps to Reproduce:
1. emerge --sync
2. emerge media-libs/fontconfig

Actual Results:  
can't find the $EPATCH_SOURCE file

Expected Results:  
successful ebuild
